Who needs a blue card or exemption card?

People who work with children and young people must hold a blue card or an exemption card if their work falls into one of the regulated categories of business or employment.

If you are an employer, volunteer coordinator or education provider and engage people as paid employees, volunteers or trainee students to work with children and young people, there are specific categories, exemptions and obligations that apply to each group.

Please note that you cannot make it a compulsory requirement for employees, volunteers or trainee students to hold a blue card or an exemption card unless they are providing child-related services that are regulated by the Working with Children (Risk Management and Screening) Act 2000.

Important things to remember

Blue cards for are valid for three years.

The prescribed application fee for business and paid employee blue cards is $87.20.

There is no application fee for volunteers and trainee students.

Certain people are prohibited from applying for or renewing a blue card. Find out more information about disqualified persons (PDF, 428KB).

Police officers and registered teachers do not apply for blue cards and in certain circumstances may need to apply for an exemption card. More information about exemption cards can be found on the Police Officers Information Sheet (PDF, 310KB) and Registered Teachers Information Sheet (PDF, 399KB).

Please check all categories that might apply to your staff. If they don't require screening under one category, they might still need screening under another.
