Safer services for kids

Regulated Employment

The Commission’s regulated employment functions include:

  • Administering the blue card system for certain types of child-related employment
  • Education and assisting service providers and the community to comply with legislative obligations
  • Monitoring blue card holders on a daily basis for changes in criminal history, and
  • Preventing high-risk individuals from providing child-related services.

The blue card employment screening system directly contributes to safer service environments for children and young people in Queensland.

The Commission issues blue cards (or exemption cards for registered teachers and serving police officers) to individuals, which makes them eligible to work in any of the child-related environments regulated by the blue card system. As at 31 December 2012, the Commission’s records indicate that blue card and exemption cards were being used to work across the categories indicated in the graph above.

Applicants’ and card holders’ police information is monitored on a daily basis through an electronic interface with the Queensland Police Service. If there is any change in an applicants’ or card holders’ police information, the Commission can take immediate steps to protect children from harm.

Every month, the Commission processes a large volume of blue and exemption card applications and authorisations from people seeking to work in regulated service environments.

The number of blue card and exemption applications processed between October and December 2012 is 35, 718.

Between October to December 2012 the Commission:

  • responded to 15,031 incoming enquiries from the public through our dedicated blue card contact centre and webmaster enquiry service
  • engaged with 3,786 stakeholders through outgoing correspondence
  • met with 564 community organisations and participants at free blue card system presentations, and
  • facilitated 40 targeted education, training and awareness activities throughout the state, including in rural and remote Aboriginal and Torres Strait Islander communities.
