Regulated employment
Care of children under Child Protection Act 1999
A volunteer needs a blue card if the usual functions of their employment include, or are likely to include:
- providing care for a child as an approved foster carer, other than a provisionally approved carer; or
- carrying out work inside a licensed residential facility; or
- providing support for an approved carer in the course of employment with a licensed care service - including:
- a person responsible for managing a licensed care service; or
- a person engaged in relation to the provision of care to a child by a licensed care service
In addition, each adult member of an approved carer’s household is deemed to be a volunteer and needs a blue card. Adult member means –
- a person over the age of 18 who lives in a household of a carer or applicant; or
- stays overnight in a household of a carer or applicant at least:
- once a week in a month
- once a fortnight in 2 consecutive months
- once a month in 6 consecutive months
Paid employees need a blue card if, over a period of 12 months, the usual functions of their employment includes or is likely to include:
- carrying out work inside a licensed residential facility; or
- providing support for an approved carer in the course of employment with a licensed care service - including:
- a person responsible for managing a licensed care service; or
- a person engaged in relation to the provision of care to a child by a licensed care service: for
- eight consecutive days, or
- once a week, each week, over four weeks, or
- once a fortnight, each fortnight, over eight weeks, or
- once a month, each month over six months
