The Commission's Act places obligations on business operators, volunteer coordinators and education providers.
Failure to comply with these obligations may attract penalties.
Child and youth risk management strategy
Organisations falling within the scope of the blue card system are required to implement a child and youth risk management strategy which address eight minimum requirements, as outlined in the Commission's Act.
The purpose of these strategies is to ensure that organisations have appropriate policies and procedures in place to identify and minimise the risk of harm to child and young people in regulated service environments.

Does everyone have a blue card or exemption card?
You have an obligation to ensure that any individuals who work, volunteer or undertake a practical placement in your regulated child-related environment meet their specific blue card requirements.

Please note that under some categories of regulated employment, certain people are exempt and do not require a blue card (for example registered health practitioners, registered teachers, police officers or volunteer parents in some instances).
To keep track of all blue card or exemption card holders in your organisation, you must keep an 'Employee register'.

The authorisation process for people who already hold a blue card or exemption card through another organisation...
It is mandatory for organisations to submit an 'Authorisation to confirm a valid card/application' form to the Commission, notifying us that an existing card holder will be commencing regulated work with your organisation.

Change in police information...
Blue card holders must advise you if there is a change in their police information. Please note, they are not required to tell you any details relating to the change, only that a change has occurred.
Once you receive notification, you are required to notify the Commission who will advise you if the person's blue card or exemption card is cancelled or suspended.
Please note, the Commission constantly monitors the police information of all blue card and exemption card holders.
As an authorised employer, you will receive notification from the Commission of any relevant change to a person's status, such as any suspension or cancellation to their blue card or exemption card.

When someone stops working, volunteering or studying with your organisation...
You must advise the Commission when a blue card or exemption card holder ceases to work, volunteer or study with your organisation.

Suspension of blue card or exemption card
If a card holder's blue card or exemption card is suspended the card holder must not:
The suspended card holder must return their positive notice letter and blue card to the Commission within seven days.
Once the charge is finalised in court and the suspended card holder’s eligibility to hold a card is re-assessed, the suspended card holder and their employer/volunteer organisation/education provider (if applicable) will be notified of the outcome of the re-assessment (i.e. whether the card is continued or the suspended card is cancelled and a negative notice is issued).
Cancellation of blue card or exemption card
If a card holder's blue card or exemption card is cancelled they must not:
The card holder must return their positive notice letter and card to the Commission immediately.

Maintain an employee register of all staff and volunteers.
Advise the Commission immediately if a paid employee, volunteer or student proposes to commence child-related work with your organisation by lodging the appropriate form.
Advise the Commission if you receive notification that there is a change in the person's police information or if they cease employment with you.
You must not employ a suspended, disqualified or negative notice holder in regulated child-related employment within your organisation.
You must advise the Commission if a blue card holder is no longer working in your organisation.
