Organisational structure

The Commission is an independent statutory body formed by an Act of Parliament, the Commission for Children and Young People and Child Guardian Act 2000 (the Commission’s Act). The Commission consists of the Acting Commissioner and Child Guardian and the staff of the Commission.

The Acting Commissioner is the principal officer and reports to the Community Affairs Committee. The Minister with portfolio responsibility for the Commission’s Act is currently the Minister for Communities, Child Safety and Disability Services. The Acting Commissioner is not under the control or direction of the Minister. The Acting Commissioner must act independently and in a way that promotes and protects the rights, interests and wellbeing of children and young people.

Commission staff are employed under the Public Service Act 2008 except for the Acting Commissioner and Child Guardian, and Commission Community Visitors who are statutory office holders appointed under the Commission’s Act.

The Commission is broadly organised into two distinct groups:

  • Policy, Advocacy and Reporting – Acting Commissioner and Child Guardian Group
  • Regulated Employment and Corporate Capability – Executive Director’s Group

The Policy Advocacy and Reporting Group is responsible for:

  • independent oversight and resolution of issues for children and young people in the child protection and youth justice systems (through the Child Guardian function)
  • advocacy for all Queensland children, particularly those most vulnerable by providing evidence-based advice to inform policy development and improve service delivery.

The Regulated Employment and Corporate Capability Group is responsible for:

  • administering blue card employment screening and monitoring
  • implementing strategies to work with stakeholders and the community to achieve stronger outcomes for children and young people
  • building a workforce to enable skilled and effective service delivery to children and young people
  • sustainable and accountable corporate governance frameworks.
